I know this isn't legislation related, but it seemed to belong here. I watched the video put out by HSUS and wondered what is being done within the horse welfare community to improve the quality of stunning devices/methods in slaughterhouses, both in the US and also Mexico? Since slaughter is bound to go on indefinitely, at least in other countries, it seems important to improve methods for stunning/killing horses.
How would I find out about this?

Most of the improvements to slaughter systems have been done at the behest of the slaughterhouse's customers (e.g., McDonald's etc.). See Temple Grandin's book "Animals in Translation".
I don't know how to go about improving the quality of animal slaughter in other countries, whether it's a legistlative process, or if it's something more akin to what's happened in pork and cattle slaughter facilities.
