I have attached a link to a plan amendment of the Columbia River Scenic Act that will have a great impact on all horse rescue operations in the area and perhaps in other areas as well. Please take a look at it and if you have comments you can email them directly to the commission or to me and I will read them at the hearing. Interesting...especially to me since I'm planning to relocate up there (not soon).
Are you the rescue that prompted the amendment?

I suppose we are the rescue that prompted this amendment. After 17 years of continues horse activities on our property the scenic area planners in all their wisdom decided what we are doing is not an allowed use under the rules of the Columbia River Scenic Act. It is a complicated issue but I was hoping that more people on this board would take notice. The outcome of this amendment could affect rescue operations wherever they are located.

Most people on this board (so far) don't run their own rescue operations so they are a bit removed from the issues surrounding running an actual "facility".
I read the documents but I fail to understand WHAT their objection is. How are you (and others like you) any different (with regards to actual impact) than horse boarding, which is an "allowed use". What am I missing here?

Within the Columbia Gorge National Scenic there are several land classifications all with different allowable use. In our situation we are in R10 classification and horse boarding is not an allowable use within that classification. Ironically we are bordered on all sides by “large agricultural” zoning where boarding is allowed. The other part is that our operation does not fit the Scenic areas definition of “horse boarding” so to make everything fit in a neat little package the Scenic area planners propose to change the definition of “horse boarding” and also make it an allowable use in R10 zoning. it is really just a government bureaucratize at it’s finest.

As with most government bureaucratizes the 12 member board of commissioners could not make a decision so they tabled the amendment until some future date. Some good may come out of it though. The local news paper had a reporter at commission meeting and they have come out in support of Broken Oaks. He has written a great article about our rescue operation that, along with pictures of some of our rescue horses, will be on the front page in this Sunday’s paper.

well the news paper article is out! we have had several calls this morning expressing support for our work so i guess it came across ok. it's kind of a strange way to bring attention to rescue horse work but whatever it takes to get people to think and hopefully act on the plight of so many abused horses. this is the link to the article. www.thedalleschronicle.com/

Thank you for posting this...you are right, it may be a strange way to bring rescue to the front pages but whatever works! For me, I didn't even think about zoning type issues other than space issues for horses.
